ဆယ်စုနှစ်၃ခုကျော်ကြာပြီဖြစ်သည့် အထူးအစီရင်ခံစာ တင်သွင်းသူကဲ့သို့သော လက်တွေ့တန်ဖိုး   ကင်းမဲ့ပြီး ထိရောက်မှုမရှိသည့် လုပ်ပိုင်ခွင့်များကို အဆုံးသတ် ရန် ကုလသမဂ္ဂအား တိုက်တွန်း  လိုက်ပါတယ်။
ကုလသမဂ္ဂ လူ့အခွင့်အရေးဆိုင်ရာ မဟာမင်းကြီးနှင့် မြန်မာနိုင်ငံ လူ့အခွင့်အရေးအခြေအနေဆိုင်ရာ အထူးအစီရင်ခံစာတင်သွင်းသူတို့ရဲ့ မြန်မာနိုင်ငံဆိုင်ရာ အစီရင်ခံစာများအပေါ်‌ ဆွေးနွေးခဲ့မှုများနှင့် ပတ်သက်ပြီး မြန်မာ နစက နိုင်ငံခြားရေးဝန်ကြီးဌာနက ဧပြီ ၆ ရက်နေ့တွင် ယင်းကဲ့သို့ တုန့်ပြန်ခဲ့ခြင်း ဖြစ်ပါတယ်။

ထိုသူတို့၏ အပြန်အလှန်ဆွေးနွေးမှုတွေဟာ အနှစ်သာရကင်းနေကြောင်းလည်း နိုင်ငံခြားရေး   ဝန်ကြီးဌာနက ပြောပါတယ်။

မြန်မာနိုင်ငံမှာ ယခုလို သဘာဝငလျင်ဘေးနှင့်ကြုံတွေ့နေရချိန်တွင် အချို့နိုင်ငံတွေရဲ့ အပ်ကြောင်းထပ်နေတဲ့ ပြစ်တင်ဝေဖန်မှုတွေကို ဆက်လက်ရင်ဆိုင်နေရသည်မှာ လွန်စွာဝမ်းနည်းဖွယ် ကောင်းတယ်လို့လည်း နိုင်ငံခြားရေးဝန်ကြီးဌာနရဲ့ သတင်းထုတ်ပြန်ချက်မှာဖော်ပြထားပါတယ်။

 ယခုအချိန်တွင် မြန်မာပြည်သူများ အမှန်တကယ် လိုအပ် သည်မှာ ကူညီဖေးမမှု၊ အကူအညီ၊ အပြုသဘောဆောင်သည့် ထိထွေ့ဆောင်ရွက်မှုနှင့် တစ်သားတည်း ဖြစ်မှုတို့သာဖြစ်တယ်လို့ နိုင်ငံခြားရေးဝန်ကြီးဌာနက ဝေဖန်လိုက်ပြီး ဝန်ထုတ်ဝန်ပိုးဖြစ်စေတဲ့ နိုင်ငံရေးသွတ်သွင်းသည့် ဆုံးဖြတ်ချက်အဆိုကို အလိုမရှိဘူးလို့လည်း တုန့်ပြန်လိုက်ပါတယ်။

ယခုအချိန်တွင် မြန်မာပြည်သူများနှင့် အတူတစ်သားတည်းရှိကြောင်း ပြသ၍ ဝမ်းနည်းကြောင်း  သဝဏ်လွှာပေးပို့ခဲ့ကြသည့် ကုလသမဂ္ဂအေဂျင်စီများ အပါအဝင် နိုင်ငံများနှင့် အဖွဲ့အစည်းများ   အားလုံးကိုကျေးဇူးတင်ပြီး ယင်းကဲ့သို့ အားပေးသည့် အပြုအမူများမှာ လူသားချင်းစာနာမှုဆိုင်ရာ ပူးပေါင်းဆောင်ရွက်မှုနှင့် ချစ်ကြည်ရင်းနှီးမှုကို ပြသရာရောက်တယ်လို့ နိုင်ငံခြားရေးဝန်ကြီးဌာနက ပြောပါတယ်။

ယခုကဲ့သို့ သဘာဝဘေးကြောင့်အခက်အခဲများ ကြုံတွေ့နေရသည့်ကာလတွင် မျှတ၍ လက်တွေ့ ဆန်သောချဉ်းကပ်မှုဖြင့် မြန်မာနိုင်ငံ၏ သဘာဝဘေးတုံ့ပြန်ရေး ကြိုးပမ်း ဆောင်ရွက်ချက်များကို ကူညီပံ့ပိုးရန်နှင့် မြန်မာပြည်သူများနှင့် တစ်သားတည်းရှိရန်လည်း ကုလသမဂ္ဂ ကို နိုင်ငံခြားရေးဝန်ကြီး ဌာနက တိုက်တွန်းလိုက်ပါတယ်။

မြန်မာနိုင်ငံ လူ့အခွင့်အရေးအခြေအနေဆိုင်ရာ အထူးအစီရင်ခံစာတင်သွင်းသူ Tom Andrews ရဲ့ တောက်လျောက်တင်သွင်းခဲ့တဲ့ အစီရင်ခံစာတွေဟာ မျှတမှုမရှိသည့် အခြေအမြစ်ကင်းသော တစ်ဖက်  သတ်ရေးသားချက်တွေသာဖြစ်ပြီး ပညာရှင်မဆန်ဘူး လို့ ဆက်တိုက် ဝေဖန်ခံနေရတာဖြစ်ပါတယ်။

Naypyidaw – Myanmar has formally called on the United Nations to terminate the mandate of the Special Rapporteur on the situation of human rights in the country, labeling the role as ineffective and lacking practical value after more than three decades of operation.

The statement, issued by the Ministry of Foreign Affairs on April 6, came in response to discussions at the UN regarding recent reports on Myanmar’s human rights situation, presented by the UN High Commissioner for Human Rights and Special Rapporteur Tom Andrews.

In its statement, the Ministry criticized the UN proceedings as "meaningless dialogues" and expressed “deep regret” that Myanmar continues to face what it described as "relentless condemnations" from certain "biased actors in the global arena," even amid ongoing humanitarian challenges.

“What the people of Myanmar truly need at this time is assistance, support, constructive engagement, and solidarity—not politically motivated decisions that only add to their burden,” the Ministry stated.

Amid the country’s response to a recent natural disaster, the government urged the international community and the UN to adopt a more “balanced and pragmatic approach,” calling for unity and cooperation in relief efforts.

The Ministry also extended its gratitude to UN agencies, countries, and organizations that have conveyed condolence messages and provided support during this crisis. It said such gestures reflect “humanitarian cooperation and goodwill.”

The successive reports submitted by Tom Andrews, the UN Special Rapporteur on the human rights situation in Myanmar, have been consistently criticized as biased, baseless, one-sided, and unscholarly.

The UN mandate for the Special Rapporteur on Myanmar has been in place since 1992, tasked with monitoring and reporting on the human rights situation in the country.

YANGON — U.S.-based humanitarian organization World Central Kitchen (WCK) has received official approval from Myanmar’s State Administration Council to begin large-scale meal distribution for communities affected by the recent earthquake.

WCK, known globally for its rapid-response food relief efforts, is launching an initiative to provide daily nutritious meals to those impacted by the disaster. Preparations for cooking and distribution are already underway, a source close to the organization told YMG.

The organization plans to distribute approximately 8 million meal boxes, each consisting of 150 grams of rice, 150 grams of vegetables, 150 grams of protein, and a bottle of water, in line with WCK’s nutritional guidelines. The $10 million operation is designed to meet urgent food needs while also strengthening long-term community resilience, the source said.

To carry out the program, WCK is partnering with the Myanmar Restaurant Association to recruit local chefs. The initiative will rely on locally sourced ingredients, including vegetables and meat, helping to stimulate regional markets. In addition, participating chefs and food preparers will receive training and certification, ensuring quality and food safety standards are met.

“WCK is committed to supporting Myanmar communities with nutritious meals while creating economic opportunities,” the source added. “The model includes community-based cooking centers, where local volunteers lead efforts to prepare meals in affected villages.”

The organization will replicate successful strategies used during previous relief missions in Turkey and Syria following the 2023 earthquakes, by setting up decentralized cooking facilities to ensure timely and widespread meal distribution.

The initiative aims to address the immediate humanitarian crisis while also providing longer-term support through local employment opportunities and skills training.

အမေရိကန်အခြေစိုက် အကျိုးအမြတ်မယူသော နိုင်ငံတကာအဖွဲ့အစည်းကြီးတစ်ခုဖြစ်တဲ့ World Central Kitchen (WCK) ကမ္ဘာ့ဗဟိုမီးဖိုဆောင် အဖွဲ့ကြီးဟာ ငလျင်ဘေးသင့် မြန်မာပြည်သူတွေကို ကျန်းမာရေးနှင့်ညီညွတ်သော အစားအစာများချက်ပြုတ်ပေးနိုင်ဖို့ နစက အစိုးရက ခွင့်ပြုချက်ပေးလိုက် လို့ လုပ်ငန်းတွေ စတင်တော့မယ်လို့သိရပါတယ်။

“ဟုတ်ပါတယ်။ သူတို့ချက်ရေးပြုတ်ရေးလုပ်ငန်းတွေအတွက် ပြင်ဆင်နေကြပါပြီ” လို့ အဆိုပါ WCK အဖွဲ့ကြီးနှင့် နီးစပ်သူတစ်ဦးက YMG ကို အတည်ပြုပြောဆိုပါတယ်။

WCK၏ ရည်မှန်းချက်မှာ လိုအပ်နေသူများအား အာဟာရပြည့်ဝပြီး မျှတသောအစားအစာများ ရရှိစေရေး ဖြစ်တယ်လို့ သိရပါတယ်။ အဲဒီအတွက် WCK က မြန်မာနိုင်ငံမှ စားဖိုမှူးများ သူတို့နှင့်အတူ လက်တွဲ ပါဝင်ဖို့ မြန်မာနိုင်ငံ စားသောက်ဆိုင်လုပ်ငန်းရှင်များအသင်းကနေ တစ်ဆင့် ဆက်သွယ် ဖိတ်ခေါ်   ထားကြောင်းသိရပါတယ်။

WCK က အစားအသောက်တစ်ခုစီတွင်  ဆန် 150 ဂရမ်၊ ဟင်းသီးဟင်းရွက် 150 ဂရမ်၊ပရိုတိန်း 150 ဂရမ် စသည်တို့ဖြစ်ပြီး အစားအစာဘူးတိုင်းတွင် ရေတစ်ပုလင်းပါရမယ်လို့ အရည်အသွေး သတ်မှတ်ထား ပါတယ်။

WCK အဖွဲ့ဟာ အမေရိကန်ဒေါ်လာ ၁၀သန်း အကုန်အကျခံသွားမှာဖြစ်ပြီး  အဲဒီအတွက် စုစုပေါင်း  ထမင်းဘူးပေါင်း ၈သန်းခန့် ချက်ပြုတ်ဝေငှနိုင်မယ်လို့ခန့်မှန်းထားတယ်လို့ အဆိုပါ ပုဂ္ဂိုလ်က ဆက်လက် ရှင်းပြပါတယ်။

“ သူတို့က မြန်မာပြည်ထွက် မီးဖိုချောင်သုံးပစ္စည်းတွေနှင့် ဟင်းသီဟင်းရွက် သားငါးတွေကို ဝယ်မှာပါ။ အဲဒီအပြင် မြန်မာပြည်က စားဖိုမှူးတွေ ချက်ပြုတ်ပေးမယ့်သူတွေကို စနစ်တကျသင်ပေးသွားပြီး ပြီးရင် Certificate  တွေထုတ်ပေးမှာပါ။ သူတို့က ရွာတွေမှာ ချက်တတ်ပြုတ်တတ်သူတွေ ဦးစီးချက်တဲ့ communities အခြေပြုပုံစံမျိုုးတွေကိုလည်း ဦးစားပေးလုပ်မယ်လို့သိရပါတယ်။ ငလျင်ဘေးသင့် ဒေသတွေမှာ နေရာအနှံ့ သူတို့စီမံခန့်ခွဲပေးတဲ့ ချက်ပြုတ်ရေးစင်တာလေးတွေ လုပ်ဆောင် ချက်ပြုတ် ကျွေးမွေးဖို့ ရည်ရွယ်ထားတာလို့သိရပါတယ်” လို့ သူကဆက်လက်ရှင်းပြပါတယ်။

အဲဒီအတွက် ဒေသခံတွေကိုပါ  အလုပ်အကိုင်အခွင့်အလမ်းများဖန်တီးပေးနိုင်မှာဖြစ်ပြီး ၂၀၂၃ခုနှစ်  တူရကီနှင့်ဆီးရီးယားနိုင်ငံတို့မှာ လှုပ်ရှားခဲ့တဲ့ ငလျင်ဘေးသင့်သူတွေကို WCK ကကူညီခဲ့တဲ့ အတွေ့အကြုံတွေကို အခြေခံပြီး မြန်မာနိုင်ငံ ငလျင်ဘေးသင့်ပြည်သူတွေကို ကျန်းမာရေးနှင့်ညီညွတ်တဲ နေ့စဉ်ထမင်းဘူးများချက်ပြုတ်ပြင်ဆင်သွားမယ်လို့သိရှိရပါတယ်။

အဆောက်အဦများတည်ဆောက်ရာတွင် ပေါ့ပေါ့တန်တန်ဆောင်ရွက်ခဲ့မှုများကြောင့် မလိုလားအပ်သည့် လူ့အသက်ဆုံးရှုံးမှုများစွာပေးဆပ်ခဲ့ရခြင်းဖြစ်တယ်လို့ နစက ဥက္ကဋ္ဌ နိုင်ငံတော်ဝန်ကြီးချုပ် ဗိုလ်ချုပ် မှူးကြီးမင်းအောင်လှိုင်ကပြောပါတယ်။

ဧပြီ ၅ ရက်က နေပြည်တော်တွင်ရှိ နစက ဥက္ကဋ္ဌရုံးအစည်းအဝေးခန်းမ၌ကျင်းပတဲ့ ပြည်ထောင်စုအစိုးရ အဖွဲ့ အထူးအစည်းအဝေးတွင် ဗိုလ်ချုပ်မှူးကြီးမင်းအောင်လှိုင်က ယင်းကဲ့သို့ သုံးသပ်ပြောဆိုခဲ့ခြင်းဖြစ် ပါတယ်။

နောင်တည်ဆောက်မည့်လုပ်ငန်းများတွင် SOP များ ရေးဆွဲထုတ်ပြန်၍ စနစ်တကျ ဆောင်ရွက်   သွားကြဖို့နှင့်  ဆောက်လုပ်ရေးလုပ်ငန်းများဆောင်ရွက်ရာတွင် နောင်တစ်ချိန်၌ ကြီးမားသော  ဆုံးရှုံးမှု များမဖြစ်စေရေး တာဝန်ရှိသူများက ကြပ်မတ် ဆောင်ရွက်သွားကြဖို့လည်း ဗိုလ်ချုပ်မှူးကြီးက တိုက်တွန်းမှာကြားတယ်လို့ နစကရဲ့သတင်းထုတ်ပြန်ချက်မှာဖော်ပြထားပါတယ်။

ယခုဖြစ်ပေါ်ခဲ့သည့်သင်ခန်းစာသည် အသက် ပေါင်းများစွာပေးဆပ်ခဲ့ရသည့်ဆုံးရှုံးမှုဖြစ်ပြီး ကြီးမားသည့် သင်ခန်းစာတစ်ခုပင်ဖြစ်တယ်လို့လည်း ဗိုလ်ချုပ်မှူးကြီးကပြောပါတယ်။

အဆောက်အဦများ၏ ပြင်ပတွင် လူအများစု နေထိုင်နေရသဖြင့် ယာယီတဲများအားလုံးထုတ်ယူသုံးစွဲရန်၊  ဝမ်းရောဂါမဖြစ်စေရေးအတွက် သန့်ရှင်းရေးနှင့်ကျန်းမာရေးနှင့်ညီညွတ်သော ယာယီယင်လု့အိမ်သာများ တည်ဆောက်ရန်၊ဝမ်းရောဂါ ကာကွယ်ဆေးနှင့်ကုသဆေးများဖြည့်ဆည်းထားရှိရန်၊ သန့်ရှင်းသော သောက်သုံးရေများရရှိရန်အလေးပေးဖြည့်ဆည်းဆောင်ရွက်ကြရမယ်လို့လည်း ဗိုလ်ချုပ်မှူးကြီးက ပြောပါတယ်။

အဲဒီ့အပြင် ငလျင်ဘေးအလွန်ပြန်လည်ထူထောင်ရေးလုပ်ငန်းများဆောင်ရွက်ရမည့် ကိစ္စများကိုလည်း ဗိုလ်ချုပ်မှူးကြီးက ကဏ္ဍအလိုက်အသေးစိတ်မှာကြားခဲ့ကြောင်းသိရပါတယ်။

ပြင်းထန်ငလျင်လှုပ်ခတ်ခဲ့မှုကြောင့် ယခုအချိန်အထိ သေဆုံးသူ  ၃၄၅၅ ဦး၊ ထိခိုက်ဒဏ်ရာရရှိသူ ၄၈၄၀ ဦး၊ ပျောက်ဆုံးနေသူ ၂၁၄ ဦး စုစုပေါင်း ၈၆၀၀ ကျော်ခန့် ထိခိုက်သေဆုံးမှုခဲ့ရပါတယ်။ အသေးစိတ်စာရင်းမရရှိသေးသော်လည်း အဆောက် အဦးပေါင်း ၅၂၂၃ လုံး၊ စာသင်ကျောင်းပေါင်း ၁၈၂၄ ကျောင်း၊ ဘုန်းတော်ကြီး ကျောင်းနှင့် သီလရှင်စာသင်တိုက် ၂၇၅၂ ကျောင်း ထိခိုက်ပျက်စီးဆုံးရှုံးခြင်း၊ ဘုရား စေတီပေါင်း ၄၈၁၇ ခု ထိခိုက်ပျက်စီးဆုံးရှုံးခြင်း၊ ဆေးရုံဆေးခန်း ၁၆၇ ခုပျက်စီးခဲ့ရပါတယ်။

ရန်ကုန်-နေပြည်တော်-မန္တလေး သွားရထားလမ်းနှင့် ကားလမ်းများပျက်စီးခြင်းနှင့် အချို့ဘူတာများတွင် ပျက်စီးမှုများဖြစ်ပေါ်ခြင်း၊ တံတား ၁၆၉ စင်းပျက်စီးခြင်း၊ ဆည်မြောင်းတမံ ၁၉၈ ခုထိခိုက်ပျက်စီးမှုဖြစ်ပေါ်ခြင်း၊ အမြန်လမ်းမကြီးတစ်လျှောက် အပိုင်း ၁၈၄ ခုထိခိုက်ပျက်စီးမှုများလည်း ရှိခဲ့ပါတယ်။

ယခုအချိန်အထိ နိုင်ငံပေါင်း ၂၆ နိုင်ငံမှ အရေးပေါ်ကူညီကယ်ဆယ်ရေးအဖွဲ့များကလည်း မြန်မာနိုင်ငံမှကူညီကယ်ဆယ်ရေး အဖွဲ့များနှင့် အတူတကွ ပူးပေါင်း၍ ကယ်ဆယ်ရေးလုပ်ငန်းများကို ဆောင်ရွက်လျက်ရှိကြောင်းသိရှိရပါတယ်။
