June 30, 2026 — The Myanmar government has officially formed a special scrutiny committee tasked with reviewing the reinstatement of citizenship for former Myanmar nationals currently residing abroad. These former nationals include refugees and blacklisted individuals.

The establishment of the committee was authorized by the Office of the President through Notification No. 60/2026, issued on May 4, 2026, and was officially signed and mandated by the President.

The newly formed scrutiny committee is chaired by the Union Minister for Foreign Affairs, with the Permanent Secretary of the Ministry of Immigration and Population acting as Secretary. The panel also includes Union Ministers from the Ministries of Home Affairs, Legal Affairs, Education, Health, and Immigration and Population as active members.

According to the official mandate, the committee is responsible for scrutinizing applications from former nationals residing overseas in strict accordance with the Myanmar Citizenship Law. A key duty of the committee is to evaluate and determine, on a case-by-case basis, the suitability of endorsing citizenship reinstatement applications from these former nationals, which explicitly include refugees and those previously placed on the state's blacklist.

For applicants unable to present concrete proof of their former citizenship, the committee will base its recommendations on verification data provided by the Ministry of Immigration and Population. Furthermore, the committee will assess the applicants' living conditions abroad and verify their criminal records. This process will incorporate formal remarks and assessments obtained from the respective Myanmar Embassies and Consulates-General.

Once the committee resolves to endorse a former citizen for reinstatement, the recommendation will be formally submitted to the Union Government Cabinet. If the Cabinet officially approves the reinstatement during its assembly, the Ministry of Immigration and Population will be instructed to carry out the subsequent administrative procedures in accordance with existing laws and regulations.

စာရင်းဝင် မြန်မာနိုင်ငံသားဟောင်းများ၏ မြန်မာနိုင်ငံသားအဖြစ် ပြန်လည်ခံယူခွင့်ပြုရန် အပါအဝင် ပြည်ပရောက်မြန်မာနိုင်ငံသားဟောင်းများကို မြန်မာနိုင်ငံသားအဖြစ် သတ်မှတ်နိုင်ရေးအတွက် စိစစ်ရေးအဖွဲ့ကို ဖွဲ့စည်းလိုက်ကြောင်းသိရသည်။

၂၀၂၆ခုနှစ် မေလ ၄ရရက်နေ့တွင် အမိန့်ကြော်ငြာစာ အမှတ် ၆၀/၂၀၂၆ ဖြင့် နိုင်ငံတော်သမ္မတရုံးက အဆိုပါစိစစ်ရေးအဖွဲ့ကို နိုင်ငံတော်သမ္မတက လက်မှတ်ရေးထိုး တာဝန်ပေးအပ်ခဲ့ခြင်းဖြစ်သည်။

အဆိုပါစိစစ်ရေးအဖွဲ့တွင် နိုင်ငံခြာရေးဝန်ကြီးဌာန ပြည်ထောင်စုဝန်ကြီးက ဥက္ကဋ္ဌ၊လူဝင်မှုကြီးကြပ်ရးနှင့် ပြည်သူ့အင်အားဝန်ကြီးဌာန အမြဲတမ်းအတွင်းဝန်က အတွင်းရေးမှူးအဖြစ်ဆောင်ရွက်ကာ ပြည်ထဲရေး၊ ဥပဒေရေးရာ၊ပညာရေး၊ကျန်းမာရေးနှင့် ၊လူဝင်မှုကြီးကြပ်ရးနှင့် ပြည်သူ့အင်အားဝန်ကြီးဌာနများ၏ ပြည်ထောင်စုဝန်ကြီးများက အဖွဲ့ဝင်များအဖြစ်ပါဝင်ကြသည်။

အဆိုပါအဖွဲ့သည် ပြည်ပရောက်မြန်မာနိုင်ငံသားဟောင်းများက မြန်မာနိုင်ငံသားအဖြစ် ပြန်လည်  ခံယူ ခွင့်ပြုရန် လျှောက်ထားမှုများကို မြန်မာနိုင်ငံသားဥပဒေနှင့်အညီ စိစစ်ခြင်း၊ပြည်ပနိုင်ငံတွင် ဒုက္ခသည်  အဖြစ် ခံယူနေထိုင်သော မြန်မာနိုင်ငံသားဟောင်းများနှင့် အမည်မည်း စာရင်းဝင် မြန်မာနိုင်ငံ  သားဟောင်းများ၏ မြန်မာနိုင်ငံသားအဖြစ် ပြန်လည်ခံယူခွင့်ပြုရန် လျှောက်ထားမှုများကို ကိစ္စတစ်ခု  ချင်းအလိုက် စိစစ်ထောက်ခံတင်ပြရန် သင့်မသင့် ဆုံးဖြတ်ခြင်း၊ မြန်မာနိုင်ငံသားဖြစ်ကြောင်း အထောက်  အထားမပြနိုင်သည့် မြန်မာနိုင်ငံသားဟောင်းများ၏ မြန်မာနိုင်ငံသားအဖြစ် ပြန်လည်ခံယူခွင့်ပြုရန် လျှောက်ထားမှုများနှင့်စပ်လျဉ်း၍ လူဝင်မှု ကြီးကြပ်ရေးနှင့် ပြည်သူ့အင်အားဝန်ကြီးဌာန၏ နိုင်ငံသား စိစစ်အတည်ပြုချက်၊ ၎င်း၏ပြည်ပတွင် နေထိုင်မှုအခြေအနေနှင့် ပြစ်မှုကင်းရှင်းသူ ဟုတ် မဟုတ် တို့ကို သက်ဆိုင်ရာနိုင်ငံရှိ မြန်မာသံရုံး၊ ကောင်စစ်ဝန်ချုပ်ရုံးတို့၏ သဘောထားမှတ်ချက်များရယူ၍ ကိစ္စတစ်ခု  ချင်းအလိုက် စိစစ်ထောက်ခံ တင်ပြရန် သင့် မသင့် ဆုံးဖြတ်ခြင်းတို့ ဆောင်ရွက်ရမည် ဖြစ်သည်။

ထို့အပြင်မြန်မာနိုင်ငံသားအဖြစ် ပြန်လည်ခံယူခွင့်ပြုကြောင်း ထောက်ခံသင့်သည်ဟု ဆုံးဖြတ်ခြင်း  ခံရသည့် မြန်မာနိုင်ငံသားဟောင်းများနှင့်ပတ်သက်၍ ပြည်ထောင်စုအစိုးရအဖွဲ့ အစည်းအဝေးသို့ တင်ပြရ  မည်ဟု အမိန့်ကြော်ငြာစာတွင်ဖော်ပြထားသည်။ မြန်မာနိုင်ငံသားအဖြစ် ပြန်လည်ခံယူခွင့်ပြုကြောင်း ထောက်ခံ    တင်ပြထားသူများကို ပြည်ထောင်စု အစိုးရအဖွဲ့ အစည်းအဝေးက မြန်မာနိုင်ငံသားအဖြစ် သတ်မှတ်ပါက လုပ်ထုံးလုပ်နည်းနှင့်အညီ ဆက်လက်ဆောင်ရွက်ရန် လူဝင်မှုကြီးကြပ်ရေးနှင့် ပြည်သူ့  အင်အား   ဝန်ကြီးဌာနအား ညွှန်ကြားမည်ဖြစ်ကြောင်းသိရှိရသည်။

ရန်ကုန်တိုင်းဒေသကြီး ကျောက်မျက်ရတနာလုပ်ငန်းရှင်များအသင်းရဲ့ အသင်းသက်တမ်း (၁၀)နှစ်ပြည့် အထိမ်းအမှတ်အဖြစ် “ပဉ္စမအကြိမ်မြောက် ရန်ကုန်အပြည်ပြည်ဆိုင်ရာ ကျောက်မျက်ရတနာနှင့် လက်ဝတ်ရတနာအရောင်းပြပွဲ ၂၀၂၆ လာမယ့်ဩဂုတ်လမှာ ပြုလုပ်သွားမယ်လို့သိရပါတယ်။
