1. Timeline and Scope

  • Phased Approach: The general election was conducted successfully in three distinct phases between December 2025 and January 2026.
  • Total Coverage: A total of 263 townships participated across all three phases.
  • Schedule:
    • Phase 1: December 28, 2025 (102 townships).
    • Phase 2: January 11, 2026 (100 townships).
    • Phase 3: January 25, 2026 (61 townships).

2. Voter Turnout and Participation

  • Eligible Voters: The total number of eligible voters was over 24.22 million.
  • Total Votes Cast: More than 13.14 million voters cast their ballots.
  • Overall Turnout: The total voter turnout was over 54% (approximately 55%).
  • Increasing Trend: Voter turnout percentages increased in each subsequent phase:
    • Phase 1: 52.13%
    • Phase 2: 55.95%
    • Phase 3: 56.48%

3. Elected Seats and Systems

The elections utilized both First-Past-the-Post (FPTP) and Proportional Representation (PR) systems for certain legislative bodies.

  • Pyithu Hluttaw (Lower House): 263 representatives were elected.
  • Amyotha Hluttaw (Upper House): 99 representatives were elected (73 via FPTP, 26 via PR).
  • Region or State Hluttaws: 326 representatives were elected (255 via FPTP, 42 via PR, and 29 for Ethnic Affairs constituencies).

4. Observation and Media Coverage

The government stated the elections were held freely and fairly in the presence of domestic and international observers.

  • International Observers: Delegations from countries including Russia, Belarus, China, India, Cambodia, Vietnam, Indonesia, and organizations like the Japan-Myanmar Association and ICAPP observed Phases 1 and 3. (Phase 2 was observed only by Yangon-based entities due to time constraints).
  • Diplomatic Observers: 133 personnel from 14 foreign embassies based in Yangon monitored all phases.
  • Media Coverage:
    • Domestic: 1,177 journalists from 52 local media groups covered the process.
    • International: Hundreds of journalists from varying numbers of international media organizations covered each phase (Phase 1: 215, Phase 2: 101, Phase 3: 135).

5. Security Challenges and Disruptions

The statement noted attempts by "terrorist and insurgent groups" to disrupt the elections using various violent methods, including drones, rockets, homemade weapons, and threats.

  • Affected Areas: Disruptions occurred in a total of 34 townships (Phase 1: 13, Phase 2: 10, Phase 3: 11).
  • Casualties: The attacks resulted in the deaths of 2 civil servants. Additionally, 9 people were injured (2 civil servants and 7 civilians).
