As four Chinese citizens have been committing as well as collaborating on various organized crimes such
as online scam, seduction, abduction, kidnapping, illegal detention, and extortion in Kokang Self-
Administered Zone, Shan State, three of those four Chinese namely Ming Xuechang, Ming Guoping
(alias) Ming Xiaoping, and Ming Zhenzhen, were arrested in Laukkai of Kokang Self-Administered Zone
on the morning of 16 November, according to the press release of the State Administration Council.
The press release stated that arrangements are being made to hand over those arrestees to the People’s
Republic of China for taking action against them under the law.
The Kokang Self-Administered Zone Court issued arrest warrants on 15 November 2023 to take legal
action against Ming Xuechang, Ming Guoping (alias) Ming Xiaoping, Ming Julan, and Ming Zhenzhen on
15 November 2023.

Russian Navy warships including two destroyers arrived in Yangon on Thursday evening to conduct joint maritime security exercise with Myanmar Navy, GNLM reported.
Two Navy warships, Admiral Tributs , Admiral Pantelyev and a Sea Tanker, Pechenga, docked at Yangon’s Thilawa Port yesterday evening, according to report.
The warships carrying a total of 800 Navy officers and other ranks were led by Captain 1st Rank Aleksei Anciferov of the Russian Pacific Fleet.
Senior officers and sailors from the Myanmar Navy, as well as Russian military attachés and officials, welcomed the Russian naval ships, GNLM said.
The arrival of Russian Navy warships was seen as a friendship visit to the Republic of the Union of Myanmar.
During their stay in Myanmar, they will also tour around Yangon, Myanmar’s former capital and largest city and play the friendly sports matches with Myanmar’s counterparts.

The former information minister Ye Htut was detained yesterday night, The SAC’s information team confirmed.
The SAC’s information team has said that the reports that former Information Minister Ye Htut has been detained are true.
"64 years old U Ye Htut, Myanmar/Buddhist, who is resident of 11 ward, Alon Township and son of U Shwe Than, owner of Ye Htut Facebook account was found to have spread false news on the social media platforms, and on October 28th at 8:30 p.m, a case against him was opened under Section 505-a of the Penal Code.” said SAC’s information team.
U Ye Htut served as the Minister of Information during the government led by U Thein Sein. Before the Minister of Information, he was the Deputy Minister of Information. He is a former military officer and then joined MOI served as the Director General of the Department of information and public relations department.

Senior General Min Aung Hlaing said that those delaying the election process are those who are against the will of the people.
Senior General Min Aung Hlaing said this while addressing the newly formed members of the State Administration Council (SAC) at the meeting hall of the SAC Chairman's Office in Nay Pyi Taw this morning.
If there is interference with the stability of the state, the rule of law and the development of the socio-economic life of the people, it will delay the development of the country and the process of improving the socio-economic life of the people, Senior General said.
Senior General also said that such a delay will delay the whole election process that must be done to strengthen and restore the multi-party democratic system, which is the desire of the entire people.
Since the ultimate goal of the SAC is to hold a free and fair multi-party democratic general election, in order to successfully hold the election, efforts must be made to ensure stability and peace throughout the country, he added.
In addition to this, the SAC Chairman said at the meeting that efforts are being made to ensure the right to vote without any gap between the people of the country.
It is the government's responsibility to ensure that all eligible voters have the right to vote, and that even though it is difficult to hold 100 percent of elections successfully, need to ensure that the people do not lose their right to vote, Senior General highlighted, according to press release.
Regarding the rights of the ethnic groups, the Senior General also said that as the same rights have already been given in the constitution and also paying attention to the development of the ethnic areas.
Senior General Min Aung Hlaing also said that impartial peace meetings and discussions must be carried out seriously.
There are different characteristics according to ethnic groups, therefore, it is necessary to pay attention to the opinion of a minority of people, as it must be done according to the consensus of the region and the majority, and not on the basis of individuals and ethnicities. as stated in the press release.
The meeting was attended by Deputy Chairman of the SAC Deputy Prime Minister, Vice Senior General Soe Win, Secretary of the Council, Joint Secretary and Council members.

The Union Government has been reshuffled and reorganized on Thursday ( August 3) by SAC Decree No. 61/2023. Former Union Minister of the Ministry of International Cooperation U Ko Ko Hlaing has become the Union Minister of the Union Government Office Ministry (2). The Ministry of International Cooperation is not found in the list of government ministries in the decree.
Nay Pyi Taw Mayor U Tin Oo Lwin was reassigned as Union Minister of Religion and Culture. U Nyan Tun as the Union Minister of the Ministry of Electricity, U Ko Ko Lwin as the Union Minister of the Energy and U Myint Naung as the Union Minister of the Ministry of Labor were newly appointed.
Union Minister of Social, Welfare, Relief and Resettlement Dr. Thet Thet Khaing was transferred to the Ministry of Hotels and Tourism and Dr. Soe Win was appointed as the new minister of SWRR .

The opening ceremony for the launch of the Aung Bar Lay Online Lakh-prize Lottery System was held at the Myanmar International Convention Center-2 in Nay Pyi Taw on the morning of 8 June and Myanmar’s SAC Chairman and Prime Minister Senior General Min Aung Hlaing delivered a speech.
The Aung Bar Lay Lakh-prize online lottery system was launched jointly with Viettel Group (Mytel) as a business partner, according to SAC’ press release.
SAC Chairman, Senior General Min Aung Hlaing, Deputy Prime Minister and Union Minister U Win Shain, Union Minister of Investment and Foreign Economic Relations Dr. Kan Zaw, Myanmar Economic Corporation Chairman Lt. Gen. Nyo Saw and Viettel Group (Mytel) CEO Nguyen Tien Dung launched the Aung Bar Lay online lottery system.
After that, Deputy Prime Minister and Union Minister U Win Shin presented the Logo to commemorate the opening of the Aung Bar Lay Online Lottery System to the Senior General Min Aung Hlaing. After that, Dr. Nila Aye, Chief External Relations Officer of Mytel, gave a briefing about the newly launched online Lottery system.
At the ceremony, H.E Dr. Luan Thuy Duong, Ambassador of Vietnam to Myanmar, expressed his gratitude on behalf of the Ministry of Defense of Vietnam.
